Not every civilian can own a weapon. There are restrictions on age, mental health, and criminal record. No the Constitution doesn't say that, but the courts have already ruled that people have a personnel right. It was in all the papers. I always love it when people like you bring up the whole nuclear weapon situation. What citizens are demanding that?
