Someone explain to me

Perhaps it is Congress that is broken. The system says insider trading and influence peddling are wrong (like Trump selling pardons or Qataris bribing Trump, not to mention all those business dealings by Trump and his minions with insider information) and the system says your Congress can remove a President. So why hasn't it?

That's incorrect - the minority party has launched several investigations into the administration. They are collecting information and will act further once majority is attained in November.

The Republicans are shielding Trump from accountability for now. Once the Democrats have a majority in the House, a lot of things will happen rapidly.

It checks the scope of power. If the president enacts a something, and congress deems it legal, there is no limit implied or otherwise. :)
