They represent the same thing as American bootleggers in the 1920s. They're organized criminals making lots of money by serving a huge demand for contraband substances. They're business criminals. That is all they are. They're not terrorists -- terrorists always have some political agenda.
 
That's the point. The cartels are becoming so wealthy and influential that Mexico is in danger of becoming a narco-state. That cannot be allowed.

While their power has waned, other former military personnel have since joined the ranks of various cartels, bringing their training and expertise to organized crime.

The Mexican Marines are still squared away.

I haven't heard that they're involved in the sex-slave trade -- though if they do pursue that as a sideline to their main business of drug smuggling, I wouldn't be at all surprised -- but that still would not warrant military action. And smuggling immigrants isn't what most people understand to be "human trafficking."

We have no more business crossing the border without Mexico's permission to chase the cartels than General Pershing had crossing it to chase Pancho Villa.
 
The declaration of the cartels as being "terrorist organizations" gives the president congressional authorization to take what ever action he deems necessary.

I can tell you right now without any reservation that any action that the US takes within Mexico will be taken with the full compliance of the Mexican government and they will be credited as having taken part in the operation whether they did or not.

This in not "fuck around" time, we're down to "find out."
