The key bit of "belatedly" here is '...late...' as in 'too late'. It was heard across the land... :)

Yes, they did. However, the British Empire (under which those fine folks were gathered) was under direct attack by the Japanese Empire - arguably more so than America (well, CONUS) itself. Sooo, yeah - these allies weren't defending the US; they were defending their empire.
And then there were the ones who fought alongside the USA troops in Afghanistan. Bin Laden didn't attack the British Commonwealth on 11 September, did he?
