Actually the report states the opposite in a lot of cases. That they get searched more often for weapons and countraband and STILL found with a lot less. It's probably in part because I know if I get pulled over for speeding the cop is going to search me and my vehicle so I'm kinda paranoid but my white friends know they are going to just roll down the window and be done with it.

You are misremembering history (and not very remote history, either). When and where America had segregation, blacks were never allowed to govern or police themselves. I read in James Loewen's Sundown Towns how one AA community -- in Kansas or Oklahoma, I think -- tried to form their own town, since they obviously weren't welcome among the whites, and the local whites put that down hard and deliberately, by isolating the prototown economically.
