Brietbart got the story from watchdog.org, a Koch Bros-funded propaganda network that made its name spreading climate-change-denial disinfo. A little googling shows the Cuellar story is only being covered by alt-right media. There is nothing on Rep Cuellar's website about the supposed dropping of the aerial surveillance program. Watchdog.org says "Cuellar... is drafting a letter to DHS Secretary Jeh Johnson protesting the shutdown" but cites no source for that claim. Watchdog.org also claims "Cuellar is seeking reinforcements" from various congresscritters but admits that none will comment on it. So, no corroboration. Take that for what it's worth.

This is the 2nd time Cuellar has raised the issue. In February he wrote a letter to DHS expressing his concern.

I did not call it false. I noted the lack of citation and corroboration, and the source is a propaganda tool of the Koch Bros empire. We await Cuellar's announcement on his website. Till then, skepticism is prudent.
