time zone for quoll's location (and possibly australwind's too) is GMT +10. And one hour for Daylight Savings Time currently in use, so it's GMT + 11.
eastern time (us) is currently GMT - 5. Therefore a difference of 16 hours between locations. During the summer here we have daylight savings time, turning clocks ahead 1 hour, so our time would be GMT - 4. Then the difference ould be 14 hours.
So, the last few days when I've been thinking quoll has been logged in here at 3am (and thinking he's having trouble sleeping), it's actually been 5 am.

over the years, there have been shifts in power... sometimes the federal government is the hub of all power and sometimes it acts more like an umbrella. right now, because money is short and federal politicians are afraid of taking a stand on many issues, the states are being given more power to govern themselves. with this, of course, comes the need for more local money and a reduction in federal dollars funding local projects.
the whole thing is very ridiculous.
