Funny, he has no problem at my house (with one computer, one TV, and severely limited access to both). If I tell him he has X minutes to use for Y purpose, he does. If he abuses his time (surfing YouTube instead of doing what he said he would), he loses the remainder of his computer time - and is reminded of the whole action/consequences thing.
