I lived in Sweden for many years, and back in 2019, the Swedish police published a very famous report designating more than 60 areas as 'very difficult to operate in', where they would only conduct activities with 'special planning, resources or equipment'.

Combined with the fact that Swedish police was severely underfunded, these zones became de-facto no-go zones even if the term itself was denied by the authorities.

There are many sources supporting this, but they are primarily in Danish or Swedish.

I believe there are a few other examples from other parts of Europe too.
