The future is dense, walkable cities.

There's a lot of resources invested in those houses. The neighborhoods might be made walkable by infilling, inserting new homes between the existing ones, plus commercial space within walking distance, and by connecting them to light rail networks.
Most suburban houses are valuable only as teardowns. Replace them with little four-story condos and carve out a few lots for bodegas and microparks and you've got the beginnings of a livable space. This will happen organically on the fringes of existing walkable neighborhoods.

The distant suburbs will turn into scary gang enclaves.

BSG basically advocated for letting the buildings that Wilson suggested should be “retrofitted” at some unspecified cost “rot”. (And retrofitting those buildings would still not address the core issue that BSG is attempting to address with this thread…)
