Well, given the clear problems with chain of custody documentation, oversight and follow up, I can see a scenario where the documents are “checked out”, dealt with, then put in a locked drawer while they move onto other things and somehow never get back to turning them back in. Then some assistant clears the office, throws everything into a box and the box ends up stuffed in a corner of a garage next to a vintage corvette. Then the party involved cooperated with authorities when they were discovered.

Meanwhile, the newest former president took cool souvenirs, stalled bigly when asked to give them back, then lied about having given them back.

The docs have to be inside a SCIF to be read. If for some reason they can't be read inside a SCIF, the courier with the docs opens the locked briefcase in which the docs are transported, hands the docs to the person who is supposed to be informed of the contents, lets that person read the document then retrieves them and places them back into the briefcase which is then locked again.

At no time is the document supposed to be out of sight of the person charged with its security unless the person being informed has the authority to change the classification of the document and/or dismiss the courier. The President has such a power and authority to do this. The VP does not. A Congressman does not.

Thus, if there are classified docs at Biden's house, HE STOLE THEM and secreted them in various hiding places. His only defense is that Obama declassified the docs and authorized him to have them AND there is a dated paper trail to prove it. This likely doesn't exist which is why Obama has not weighed in on the crime.

A retiring Vice President of a bank somehow had a few loose bills of bank money mixed in with their personal papers when their staff packed up to leave the office. - And let’s say the bills weren’t noticed missing because they were too small an amount in number and value. (Remembering that this small number of loose bills had accumulated over MANY YEARS) And let’s further say that many people at the bank outside of the.bank Vice President’s office also had handled the small number of low value loose bills before they got mixed in with the retiring bank Vice President’s personal papers.

Then later the former bank Vice President’s lawyers find a few of the low value loose bills while working on a totally unrelated issue and notify the bank who notifies law enforcement.

NOW: Make a case for prosecuting the former bank Vice President for ANY wrongdoing.

The DIFFERENCE is profound between that ^ scenario and the FIRED ORANGE bank President’s willful intent when knowingly taking MANY loose bills from the bank and then obstructing the bank’s and law enforcement’s efforts to recover the loose bills.

You need to learn how to read for comprehension. The President is the supreme arbiter of what is classified and what isn't in the final analysis. All power to classify stems from and is delegated by his plenary authority and that goes for declassifying as well. He doesn't have to ask a subordinate for permission to declassify.
