USS McCain Collision At Sea

As you all may be aware, the 7th Fleet Commander has been relieved. he won't be the last.
Who's up the chain of command from him? The CNO (Chief of Naval Operations). The President (The Buck Stops Here). So who's next to go?

Probably the Officer on duty at the time of the collision, and the helmsman.

We will have to wait and see, but I assume the Captain will be relieved of command. I would suspect the officer on deck as well. Probably lots of non-judicial punishment for some enlisted as well. As we saw with the USS Fitzgerald, there have been lots people being held accountable. There have to be numerous breakdowns of duty and errors for something like this to happen. In the Fitzgerald collision, even the Chief/head NCO has been relieved. That tells me that either the Navy is saying the crew was poorly trained, or that there was a massive breakdown in discipline on board. Or both. Regardless, for the Navy to take those actions so fast tells me that there was some serious inexcusable dereliction of duty going on onboard that ship that night. We will wait to see about the McCain.
