Actually, IPL may not be the way to go. First off, the quality of the light may vary, and they are used for a variety of other procedures so they aren't as effective in permanently removing hair, so you may end up needing more sessions, costing you a mint.using IPL, it would set you back by about $4k for a lifetime deal.... for your upper legs, about $3.7k
The one that I used is Veet Ready-to-Use Wax Strips, (and still do for the few hairs remaining) with excellent results. The strips are pre-wax, so you rub the strips in between your hands, apply, rip et voilà, waxed skin. Just make sure you use the one for the bikini for your bikini, as they are smaller strips and specifically formulated for the delicate skin.<snip>
I only know of one person here (fire_breeze) who's reported very good results with the type of wax you can buy in the hair removal section of the drugstore or mass merchandiser. And I haven't been able to find the type she likes in my area. All of the types I tried before buying the professional warmer and wax (including salon-quality hard/no-strip wax; it's not right for my skin/hair type) have ended up being extremely painful, poorly done disasters.
So, I'll get it done professionally the first couple of times (something that's a very good idea for anyone because those are the most painful, and if you plan on waxing at home in the future, you can learn about the correct type of wax and techniques from the professional), then have Hubby help me keep it up at home after that.
