With the advent of the internet, instant messaging and phone texting the written word has been changing quite a bit. Once upon a time computer literate people that didn't want the government filters flagging their emails and electronic communication formed an idea of how to defeat word flagging software. If you replace certain letters in a word with numbers and special characters then the filters ignore them. These people considered themselves to be the elite of the computer world and named their rearranged typed language "Elite". It's called "Leet" or "1337" which is the leet way of spelling "leet".
While the form and grammar are technically incorrect and the flow is difficult to comprehend this seems to be a kind of slang language that isn't going away.
Or at least that is how I understand it.
