Prioritize the 20-40 year old democgraphic as opposed to elders who should be able to provide for their own retirements after a lifetime of earning. Investing in youth has a bigger ROI. About 35% of all children from years 6 to 12 in Australia are educated in private schools which receive major funding on a per capita basis from the Federal government. Education is run at the state level. Has its existence done much to improve the quality of education in the US, enough to justify a $68 billion annual budget? Probably not. Probably, that spending has been in part responsible for the dramatic increase in the cost of education since 1980. My guess is if you got rid of it there would be a negligible impact on education in the US over time.
