Hear hear, Seacat. That was my overriding amazement. Not only were the emergency teams untrained, but there was no equipment.
Hell, a coil of rope's a mighty handy thing. Can negate the need to get into the water in the first place (which incidentally I would never do - I'm not a strong enough swimmer, but I can throw a rope and haul)
