I can tell you from experience that shaved is better, least on top. I have hair but it's slowly but surely thinning. And being vain as hell I shaved it. So now I'm balder than Mr. Clean and I keep a goatee. I actually get more attention with this look than I ever did with hair, go figure. Albeit I miss a woman's fingers through my hair tremendously.
I talked a 45 yr. old buddy of mine into doin' the same thing and he works in a gym and gets hit on by women in they're 20's lol!
Of course, now we look like friggin' brothers lol!
I use cream and a mach 3 for the dome and clippers for the goatee. Try it and get back to me with the results!!
