Yep, but the particular story was in the anthology "Neutron Star", the story titled, "Flatlander".

I love the Known Space universe, particularly the Ringworld concept which is basically an over sized Stanford Torus

Oh, that story is "Grendel" and you're thinking of Emil Horn from Jinx. They were rescuing a Kdatlyno touch sculptor. the Kdatlyno aren't 'blind' per se, because they use touch and an analogue to sonar to "see", but don't have organs to perceive anything in the electromagnetic spectra (or at least the visible light part of the spectra).

Titan, along with Luna and Mars are the only parts of the Sol system subject to the UN's ARMs. The rest belongs to the Belt.
