The Jacksonville dispatcher is talking to a freight train whose crew ran out of time (US Law only allows a train crew to work 12 hours) and the dispatcher is relaying the "Dog Catcher" info to them. To a railroad a "Dog Catcher" is a driver who brings out a replacement crew and takes the other crew home. The law that limits their hours of service is nicknamed the "Dog Law."
