The Congress is Constitutionally required to pass a Federal Budget. They can't seem to do that so what they're trying to do is cheat and pass Continuing Resolutions. CR's are NOT a "Federal Budget" so the Congress isn't DOING it's job and hasn't been doing their job for several years now.
Constitutionally, Trump has to submit a proposed budget to the Congress and they act on it through debate and legislation. In his proposed budget Trump said he needs 40 Billion for border security, including constructing "the wall". D's in the House say he only gets 1.6 Billion and can't use ANY of it for "the wall."
From the House the bill goes to the Senate. If it passes, or is reconciled, the Senate submits it to the Prez. Trump can sign, veto, or do nothing. That's his JOB as Prez.
In this case Trump has said that unless he gets at least 5 Billion and can use it for the "the wall" he's not going to sign. McConnell has refused to send the current bill to the Prez because he won't sign it.
Hence the current situation.
Guess what - Paleosi is now trying to tell the Prez he either gets what she gives him or he gets nothing. Trump's response was to shut down the gov because he has NO BUDGET to operate the gov on.
The ball is in Paleosi's court. Either she plays it or goes home. Give Trump the money for the wall, or don't and risk the veto. Paleosi knows she doesn't have the votes to override a veto. Which sounds like a stalemate except the Gov is shut down until Paleosi does something that Trump likes so he'll sign the bill.
She either has to blink or go home. It's as simple as that. Paleosi's Whip, Steny Hoyer, has already started distancing himself from Paleosi's position.

With only a few vote margin for her to get the Speaker's Gavel back, Paleosi is in between a rock and a hard spot. Trump has shut down the Gov and her own party is starting to not like her heavy handedness.
The D's are losing this game. If he stands firm, Trump will get what he wants. And that's how Gov runs.

The Senate, led by Republican Mitch McConnell, has refused to vote up or down on the legislation because McConnell refuses to bring it to a vote.
Why? Because he knows Trump will veto this budget to avoid being seen as weak.

And do you know when he is going to blink? When the TSA stays home. They can't legally strike, of course. But they could stage rolling sick-outs at hub airports like Chicago, Atlanta, JFK and Dallas.
Air travel would be in turmoil. Even the most ardent MAGA brain will get upset if his flight to Mama's funeral is cancelled. Most importantly, American business will NOT be amused....Trump will be forced to fold his tent or we'll see President Pence in a month.
