The police would handle mass casualty events differently if they had a knife or explosives. The most common instrument is guns....mass access to handguns both legal and illegal cause different issues than knives or blunt instruments...specifically the ease of use to kill.

Simplistic is correct. If I say that a car can be maintained simply by changing the tires twice a year, I am only addressing one thing about a car. However, the large number of road deaths is also caused by bad infrastructure--wide, straight roads that encourage drivers to speed, plus a lack of bike paths, sidewalks, and other transit options. Road design contributes. We've had decades of building roads that allow drivers to drive faster. Narrow , twisty roads save lives.
